The University of Texas Board of Regents is expected to approve a five-year, $1.4 million contract on Thursday for UTEP's head football coach, making him one of the lowest-paid college football coaches in the country.
Both Sean Kugler's and Athletic Director Bob Stull's contracts are on the consent agenda for the regents' meeting Thursday in Austin. Details of the contracts are listed on the agenda.
According to the agenda item, "the contracts have been executed, and approved by the Executive Vice Chancellor for Academic Affairs and is recommended for approval by the U.T. System Board of Regents."
The regents will meet both today and Thursday, but the contracts are expected to be approved on Thursday.
Kugler's
proposed contract has a $280,000 base salary per year from Jan. 1, 2013, to Aug. 31, 2018. The contract also includes some incentives that could boost his pay.Kugler and Stull, through a University of Texas at El Paso athletics spokesman, said they could not discuss the contracts.
Kugler's salary is on the low end compared with other universities in the Football Bowl Subdivision.
According to a USA Today database, Kugler's pay will be the second-lowest salary in the nation and the lowest in Conference USA.
The database is missing eight coaches' salaries, including Curtis Johnson of Tulane and Bill Blankenship of Tulsa, both C-USA coaches.
Alabama's Nick Saban is the highest-paid college coach in the nation,
earning more than $5.3 million, according to the USA Today database.Mack Brown, the University of Texas coach, is the highest paid coach in Texas. He made more than $5.2 million, according to the database.
UTEP athletic officials could not comment on either Kugler's or Stull's contract until Thursday when the contracts are expected to be approved.
But in a December interview, Stull told the El Paso Times he knows UTEP cannot pay salaries like Alabama and the University of

Texas."I'm not going to worry about going out and breaking the bank," Stull said on Dec. 16. "Will somebody make millions of dollars to win two games? No. But if they want the opportunity to be a head coach and make their career, this is a good job."
Kugler was hired in December. Before joining UTEP he was an assistant with the Pittsburgh Steelers. He is also a former player and assistant for UTEP.
UTEP President Diana Natalicio could not be reached for comment.
According to a 2012 open records request, former UTEP coach Mike Price earned $273,826 a year, plus incentives, several of which were based on attendance and ticket sales. The USA Today database has Price's salary at $359,206.
Kugler's contract allows for him to make some more money as long as the team succeeds on and off the field.
Kugler will be awarded a bonus equal to one month base annual salary (about $23,333) for each of the following:
Kugler's other incentives include a bonus equal to two months of his annual base salary ($46,666) if the team plays in a Bowl Championship Series game or if he is named National Coach of the Year by a nationally recognized poll or association.
"We want to build bonuses into success," Stull said in December. "I like to think of it as more of a business. If you do well, we'll pay more. If it's not going well, we don't want to pay as much. We'll pay a good, solid salary and build into the contract bonuses for success."
If UTEP were to win a national championship, Kugler would receive a $100,000 bonus, on top of any other bonuses.
In theory, if UTEP went 14-0, won the C-USA Western Division, C-USA championship and National Championship with Kugler winning the C-USA and national coach of the year award, while his players scored over 930 on their academic progress reports, Kugler would earn about $799,998 for the season.
When Kugler was announced as head coach, he said he would rely on his assistants to help the entire team run smoothly. Their salaries will not go before the regents on Thursday.
Combined, Kugler's nine assistants will make a total of $1.135 million, the El Paso Times has learned.
The highest salary will be $190,000, and the lowest will be $70,000.
The man responsible for bringing Kugler to UTEP is also getting new contract.
Stull's contract reportedly will be $233,060 a year for three years, which is a 2.46 percent increase of his current contract, according to the regents' agenda.
His agreement also has incentives.
Stull can earn a bonus equal to one month's salary (about $19,421) for the following achievements:
A BCS Bowl game would earn Stull a bonus equal to two months of salary (about $38,843).
Stull, who has been UTEP's athletic director since 1998, can also receive bonuses for an appearance in the National Invitation Tournament by the basketball teams. He would get $5,000 for the men and $2,000 for the women.
Academic scores of 930 or better for just men's or women's sports would earn Stull a $2,500 bonus.
Both Stull's and Kugler's contracts are "to be reviewed annually and may be adjusted as required by the Legislature or as deemed appropriate by the University," the agenda item said.
